So the cop said "she never flagged me down". So once she (madam councilwoman) was able to pull up the insurance information, how was she supposed to "flag you down"? We all have seen examples of what happens if you get out your car while pulled over. She gave the councilwoman instructions to go online but never asked again if she had found it.
